yes.
Sure is. Sometimes with 27-to-700c cantilever conversions, you can run into compatibility with brake reach. For an old Nishiki, I found that some old Shimano wide-profile brakes worked, while newer Avid Shortys did not. Don’t be surprised if you need to tweak things a bit, but it should be totally doable with patience.
