Was stored poorly and leaked out air. Seems like the sealant has almost glued the tyre to itself. Do I need an air compressor for this or does anyone have an easier fix.
Have you tried a floor pump? With the bead sucked down to the rim like that, a floor pump should work fine.

You will absolutely need an air compressor.

CO2 cartridge?
If it’s old stuff and just come out of storage them most likely needs to be removed and cleaned up then replaced though.

Gonna be tough. If you have access to an air compressor that will make it easy.
If I couldn’t do that, I’d remove the tire, clean out all the old sealant and remount. Seating tubeless without a a compressor is a pain but it can be done.

If the sealant has dried and stuck to itself, you may want to remove the tire altogether and clean out the dried sealant (gum rubber erasers work really well for sealant removal). Then remount the tire and start over.

Put in a tube, pump it up to seat the tire. Deflate, unseat bead on one side only, remove tube, insert sealant, hammer the floorpump. That way the air preasure needs to seat only one bead. Worked well on a floppy maxxis tire I had.

Air compressor or you may be able to get it with a CO2 cartridge pump

Air compressor or a co2 cartridge to force bead to hook quickly. I use a pump for everything at home, but seating a tubeless, I need to use a cartridge or go to the shop.
