Maybe not the right tool but I think snap ring pliers could get some more torque on that bolt.

There are two specialized tools for this specific type of hanger. One is a 6-pin socket, and the other is a 3-pin spanner style wrench. Either will work. You might also be able to get a set of very pointy needle nose pliers to work
The tiny needle nose pretty much worked. Got it as tight as I could. With the wheel on it also seems pretty tight. Now I gotta figure out how to get these cranks off… The bolt is off, but there’s no way they are just sliding off
