It looks like the bottom bearing failed and destroyed the crown race and scored up the steering tube.
It might be okay if you can get the bearing race off and the landing service isn’t been damaged.

Some of the bearings failed, but they kept riding it with broken bits of bearing bouncing around in there. That’s a lot of damage to a parts that’s very important for keeping your face off the pavement, I wouldn’t trust that fork to ride with.

Dead ball bearings crept up the steerer tube and attempted to kill the rider. Inside of frame headtube is likely just as fubar. Run away.

Some ball bearings went on a trip and chewed up the steerer.
You could theoretically repair it but to be honest I am not even sure if that frame is really 531.

Yeah, that fork is toast. Check inside of head tube for damage. If it was being ridden that way, I’d check BB shell carefully too. Ridden hard & put away wet.

If you buy this you will have a new appreciation for frame building hahaha.
Ok I would ask to buy for very small dollars (10-20$) and take to my friend Mark and have him repair it. Also as mentioned the frame probably has some damage as well.
