It’s exactly what you said it is. Gel bar tape. It gives a little extra cushioning. Many places to buy it, online or in person at a bike shop. Just Google “gel bar tape”

It’s shock absorbing gel. Fizik make them. So do Specialized, but I don’t think they sell them separately.
It’s magic, that’s what it is. I never thought it could make such a difference, but it definitely does. The Fizik version is my favorite.

Just installed the fizik gel pads on my litespeed this weekend.

The fizik one is reusable BTW. Peels off and wash with soap and water to make it sticky again. That’s what the directions say at least.

Others nailed what it is. I’ve also read you can use use two layers of handle bar tape to achieve the same effect. Having said that, I stopped using the gel pads after I switched to a proper fitting bike and my hands no longer went numb from leaning too hard on the drops.
