That’s your chain catcher it goes on your seat tube and prevents the chain falling off the chainring, you’ll need a replacement sticky pad for it. Ironically doesn’t seem to have worked for you though which suggests it may have been adjusted incorrectly from the factory.

it’s held on with adhesive which sucks.
it came off my 12-speed p-line while i was replacing a damaged tyre but the chainline is never that crazy so i didn’t try to put it back on. the mechanic i was working with approved. i’ve been riding it almost daily for probably a month now without any issues

Mine fell off pretty soon after I got my bike. It’s to help prevent the chain coming off. I’ve not had any issues with my chain coming off since I had my bike. By all means stick it back on and see if Brompton will give you a replacement sticky pad but I would be worried, the bike is fully functional without it.
