Okay first thing to do get some oil or chain lube drop it into the sides of the hinge and the top, let it sit for an hour then fold the hinge and see if it gets easier, do this a good few times.
If it gets easier great problem solved, if it doesn’t you’re probably going to have to have the hinge pin swapped out.
