Old road bikes with stem shifters and “suicide brakes” are typically the sign of a lower end bike for that era. If you’re looking for a vintage bike, look for one with downtube shifters and preferably campagnolo or Shimano 105/600/dura ace components. Those will be a lot more serviceable for tune ups

Let me get this right he’s only gonna pay you $200 to take it off his hands? That seems about right. If you do get it down to a decent price (sub $100) take the brake extensions off first thing, they’re just dangerous.
