I just donated one to a local thrift store, nobody on offer up was interested.

Needs new handlebar grips, maybe some new brake noodles (rusted), those barrel adjusters need fixing, and a new saddle. Can’t vouch for the drive train since I can’t see it, but probably a new chain at least, possibly a new cassette and chain rings if the chain hasn’t been changed out.
Any bike for $40 is a steal, in my opinion. But I’d take it to a bike shop for a full tune up if you can afford it. If you have time and can do the work yourself, even better. And YouTube can help.
