I think it can’t. Well, you can rethread it, but you will need to put some insertion (idk how it is called in English) in the frame, as the thread will be smaller after.

Could you re cut the threads, probably. Should you, no. That’s pretty badly damaged and the last thing you want to do if right damage in the frame.
If it was me I would just get a new thru axle ordered.

Just get a new one. An aftermarket one is still better than a bodge or a damaged frame
