Where did you see it? It’s verly likely custom or proprietary to a specific frame. I know decathlon makes similar racks for some models of their home brand. The riverside touring900/920 I believe and some city bike from the Elops line namely.

No idea, but it looks like a terrible design. What does it even mount to on the upper part (not to mention getting a bolt/tool in there) ? And how much weight would it be rated for? Probably a good reason you can’t find it/it’s not commonly seen

I’m guessing by the mounting points / design that’s a custom made rack.
Trek did something similer years ago but it was never that sleek or sexy!
