Not really, doesn’t even look like you cut more than a couple cords if any. The test is to inspect it as you inflate it, if it opens up then yes replace. It is starting to get a dry, so you’ll be needing one in the next year or so.
Another question, my tube said it’s a 700×23/25c but the tire is a 700x38c. What size tube do I get?
Just patch the tube. You don’t need a tite
Would put a patch under the Tyre but still looks good. Something like the Restrap Tyre patch.
