Thats for sure a cassette spacer.
That is the spacer used when installing a 9/10 speed Shimano cassette on an 11/12 speed freehub. (Confusingly, it is also required by some 11 speed cassettes)
I see, the classic mystery surplus plastic thing left out after reasembling the bike.
Seriously maybe a cassette spacer.
That’s ONLY from the freehub. The notches in the spacer are your indicator
