that kind of wheel doesn’t have a seat for the tire bead so it just floats, it’s normal to have a wobble, if it doesn’t rub on the frame or anything just forget about it

It’s really a matter of what’s acceptable to you. If it’s not interfering with the brakes or rubbing on anything, and the wheel is true, this seems fine to me. You’re obviously not racing on this bike so it doesn’t need optimum efficiency.

Some tire/rim combos are particularly difficult. Add soap to bead and rim if you haven’t already. If this is as good as it gets then see how noticeable it is while riding, I doubt it is terribly noticeable tho.

Video is too dark to tell if the bead is seated right but some tires require a bit of manual aligning with the tire partially inflated before you max inflate it.
