I had to redo the rim tape so cleaned off as much dried sealant as I could in a few mins. Is this good enough? I plan to use the same sealant (orange) that was on it before.

Nope! You need an entirely new bike! 🤣 I usually leave my tire out a few days and the orange seal turns to solid latex. Then just peel it off looking almost factory fresh.
The inside of the tire can be pretty filthy, as long as the bead of the tire and the rim is fairly clean it’ll seal(it’s the same on tubeless car tires btw)
Make sure there are no boogers on the bead, the rest is fine. 😎
