That’s just a plastic piece that has a little pin slotting on the caliper plate, and a ring “hugging” the screw. That serves two functions: first it prevents minor movements in the screw, as it won’t allow it to turn. And also, if the screw does turn a lot, then that little plastic piece will snap, and you’ll know you’ll have to do something about it.

It’s a lawyer clip—to prevent to bolt from loosening.
I am not a lawyer and not your lawyer, but I forgo them. However, I am very careful to torque my bolts to spec.

It’s only there to keep the bolt from loosening more if it became loose. I’ve assembled a lot of new bikes and some have them and others don’t. Usually it’s only on one of the two caliper bolts. Not really necessary if you periodically check the tightness of your bolts.
