It’s a frame bag. can hold a phone, keys, and an Allen. A bunch of brands make them. Some big some small. This one is the follow the leader one from Billy perry. Go to his site he might still have some for sale.

That specific bag is the FollowTheLeader (FTL) frame bag. I have the exact bag. It’s not made of the best materials but it works well for what it is. A little pricy at $40. I use it to keep a spare tube, tools and AirTag on me when I ride without a backpack.
