Looking for a light touring bike for pavement riding that isn't too expensive or hard to maintain. Is this for $300 a good idea? I'm open to putting some work and materials in it if it has good bones.

This bike is for someone who is into oldschool bikes and likes to tinker with them. I think it’s not well suited for a beginner or someone who wants to do multiple day tours.
