By pumping your brakes while the bike is upside-down, you have just pumped a lot of air into your brake lines.
You fix it by:
1. Taking it to your LBS and paying (it is your fault) for a brake bleed, and…
2. Never pump your brakes when the bike is inverted.

It looks like you have some slack in brake line.
Try to undo brake cable from caliper. Pull it tight and then screw it again while still pulling cable.
Also check if cable end is properly seated in brake lever.

You have a lot of resistance somewhere in the system, so the brake isn’t returning properly.
Undo the cable clamp at the brake, and then try pulling the cable with your hand and squeezing the brake caliper with your hand, to determine where the resistance comes from. Maybe you need to change the cables, maybe you need to clean your caliper.
