Possibly a Tektro R559. That’s a smaller wheel than the frame/fork was designed for.

Is that a 650b wheel on a 27” frame or something? Wheel just looks too small

Chances are that’s only a hole for a mudguard.
Clearance is way too large.

That painted rim is not intended to support a brake. It was probably a coaster brake bike by design.

There have got to be pictures of old Schwinn bikes that you can refer to for your answer. That being said, I had an old Schwinn clunker, a Stingray chopper, that had only one brake, and it was a shitty one at that. I added a Sturmey Archer drum brake to the front. It was OK, the main problem being that the feel of the front drum and the rear v-brake were so different, I didn’t like it. It did work though. Something to consider.
