Isn't Google Maps having a feature where you can download offline maps so you can use them when you dont have connection? He keeps saying that when he's not going to have cell data, he's not going to be able to use his gps.
Actually the albanian currency is pretty stable and has been getting stronger against Euro and US Dollar, the reason that guy changed your currency is probably because he was being helpful, but you can pay in euro all around the country, mostly all shops cafes and restaurants will accept it.
