It won’t go anywhere. Once you have it in the horizontal position and put a load on it (ie bike) it doesn’t move like that. There’s just a little play in it with that black locking bar in the up position.

Mine seems a little loose in the hitch even after being fully tightened. I bought a hitch stabilizer. Just got it yesterday, so I haven’t gotten an opportunity to test it out.
