I bought my daughter this Haro Shredder that has a coaster brake. The tire seems to be a little off. I tried to adjust it but it doesn’t want to move. Is this normal for coaster bikes?

It’s not normal. Should be able to loosen both rear axle nuts and center it while keeping correct chain tension. Some of these bikes have a little safety bracket that goes to the frame (I haven’t seen a bike with one on it for a while now) this would also need to be loosened in order to adjust the wheel.
Edit: after googling a 12” haro shredder I noticed that on the left there is in fact a safety bracket that goes to a slotted hole on the frame, you need to loosen that bolt in the slot and the rear axle nuts for the wheel to move freely

Yeah that’s not normal. My son has a 12″ shredder and the tire/wheel sit straight.
Check the coaster brake arm when you’re trying to move the rear wheel maybe that’s still on tight.

the coaster brake arm may be bolted to the wrong side of the bracket.
