The frame is incredibly likely to buckle at exactly that spot at the next impact. This frame is not ridable anymore.

Nearly all the value is in the frame so depends how bad that dent is which is hard to say from one photo from one angle, especially when the stay is curved and lots of other dings around it. It does look like possibly there is some buckling which would mean not safe to ride
