I do not know the exact word for this but the image says it all.
it's an aluminium frame.
I don't know how it happened. I changed my stem, nothing special.
I saw that the brake was tight. I pulled it a bit more to check if it wasn't stuck.
Well after this it became quite unstuck to say the least 😀
I doubt that I can weld this or anyone here. Any workarounds , a hydraulic brake or something?

Pretty sure those are braised on, right? Sure looks that way in the image. You could probably have it put back…
You can buy clamp on cable stops, just make sure you get the right diameter.
You could run a continuous cable housing? I think this is a cable stop for the brake?

That looks like it was repaired previously, and poorly at that. I would take this to your lbs and see who they recommend for frame repairs. Should be fixable.
If it were me, I’d grind it flat, correct the paint, zip tie and keep it moving
Update to full length housing, and a few a UV safe zip tie. Color matched, of course.
For aluminum weldong you need quite a setup. To do it properly requires the weld to be in a gas denser than air. Argon is used for this. I doubt you have access to that, maybe a skilled welder nearby does. The other option is that you can run either full cable housing or find a “problem fixer” aka a product designed to replace your broken part without welding, usually just screws.
I doubt looking for said problem fixer is worth it though, so full housing and a tye rip it will probably be. Or give the bike to someone willing to fix and ride it that way
Get a clamp-on stop like the one linked.
