Wash it with degreaser using brushes to get between each link, then rinse it off thoroughly with water, then put a drop of chain lube on each bracket.
This chain looks very clean already. So that’s a good starting point.
I like to use a rag and alcohol. I simply run the chain through the rag until most of the dirt is gone. Then I apply a wax based lube, I like Squit Lube. Wax based lubes are “better” than oils because dirt doesn’t stick to it as much. This keeps the chain (and your pants) clean.
How anal do you *want* to be about chain hygiene? You can just ride it as is if you want, but I’d try a soapy rag and then rinse and add some lube.
