I'm trying to install an Odyssey Gyro G3 for the first time on my Haro. The bottom section is mostly done. For the life of me I can not get this top center cap off. I can't loosen it at all. I have been trying a 6mm Hex wrench. Am I doing something wrong? Is it possible it was over torqued at the factory? How screwed am I?

Loosen the pinch bolts on the stem, might release a little pressure.
Silly question but you did loosen the 2 back bolts first?
Pinch bolts first. Then stem cap.
Are you still able to get some “grab” with your Allen wrench? If it’s stuck and not spinning you can try PB Blaster and tapping it with a hammer to break it free. I just put an Allen in mine and it’s def 6mm(I have same stem on radical Rick 24”). if you don’t have brass or rubber mallet use something to keep from scratching/nicking your parts like a block of wood. If it’s stripped completely you’ll probably have to drill it out and replace it.
Loosen stem bolts first, then you can to a degree loosen the cap by holding the forks and turning the bars anti clockwise. Obviously also use a 6mm Allen key.
Additional note, don’t expect much out of the g3 gyro, it’s a 30 year old design.
If you are referencing that big center cap on top of the stem, it should just pull off. It is rubber or silicone. Get a small flathead screwdriver to pop it out.
as others said, you gotta loosen your stem first. Then your cap. One you’re done, apply some grease on every bolt when you reinstall them so they’re easier to loosen next time (be careful not to put grease on your steerer tube). Adjust your cap first, then your stem. I love the color of your frame btw
