Hard to tell from this angle but I think so … have you tried screwing in new pedals?

I did this with some foundation composite pedals for 10 bucks from Jenson.
I ordered taps that did nothing.
I bought some.proper deity and used 7+ wraps of Teflon tape with a line of blue thread lock and that was months ago, no issue for a couple mo ths now.
Check my history, i had the same partial stripped hole on a BRAND NEW gt sensor comp

My outlook as a former aviation mechanic who also does bike stuff: hard to say for sure but kind of, kind of not. It looks like about 30-40ish% of the threads are damaged from cross threading which is no small amount. What’s left there could be sufficient depending on your weight and how aggressively you ride among other variables. That’s if you’re able to get the pedal threaded correctly with the leading threads being pretty messed up – usually it can be done, but it’s also usually a pain. You might be able to get a tap in there to clean up what’s left of the first few layers but I’d have an experienced mechanic do that.
Better yet would be a helicoil/threaded insert to replace the threads altogether (also installed by an experienced pro), and probably even better than that would be a new crank altogether.
Me personally, I’d be planning on a proper repair or replacement given how much force goes through the interface between the pedals and cranks – and how high potential for injury is if it gave way.
I also tend to err on the side of caution, so make of that what you will.
