Does this fork need a crown race?

I've got a frame and fork that I'm building up, and can't work out if I need the crown race in place.

I've got a headset that fits the frame, but the crown race that comes with it doesn't seem like it'll fit the fork.

The lower bearing sits nicely on the fork, but the bearing cartridge underneath will be exposed when installed which feels like a recipe for disaster. Photo 3 shows this

Any advice appreciated! It's a 1 1/8 to 1.5 inch steerer tube fork, and the frame takes a FSA Orbit C-40 ACB headset.
