My old crankset had the pedal threads strip out on me, so like the cheap bastard I am I got a replacement crankset off of Amazon. Unfortunately, the new crankset isn't playing nice. There's a bunch of noise from the rear cog, and some from the crankset gear. It was throwing chains and either too loose to hold the position of the back wheel or too tight to roll, so I adjusted the wheel bearing preload, but the noise is still there, and it did essentially nothing. What the hell is going on?

If it’s alternating between tight and loose, then either the cog or the crank/chainring isn’t round. In your case i would guess the chainring. You can try rotating it to where the chain is a bit too tight, loosening the chainring bolts and then tightening them again, but tbh this is why good track parts cost what they do.
