Not a terrible buy, as long as you promise to throw that stem in the trash and drop the cockpit to a reasonable height. This person must have been sitting upright like a CitiBike rider.
I’d offer $600 and negotiate upwards to $700.

Are you doing a triathlon? This is not a good general purpose bike.
The bike looks completely stock. That means one of two things. They used the bike very little or they kept the parts they upgraded and swapped things back to stock for sale. It is common for Tri riders to use a stub nose saddle. This bike would benefit from some +60mm deep rims or a disc wheel.
The bike retailed for $2100. I would be a bit more interested if the price was well under $800.
