I like old 25” treks so I keep an eye out. I can put this thing back to original until I got to the back wheel. I don’t even understand how this can happen. Both wheels seem to match and if you look at the tire seat tube clearance, it looks ok. Front canti looks fine. What’s happening here?

The wheel isn’t in the drop out. I’m guessing the owner doesn’t know how to get it past the brake pads.
Wow that took me a minute, the rear wheel is simply out of the dropouts.
I was as baffled as you are, since the chainstay clearance looked very tight
