  1. They help stop the brake from rotating around the bolt when you pull the brake lever. I think you probably just need one from this picture but it’s hard to tell. They interface with the protruding part of the mount to bite and hold the brake in place

  2. Main issue unrelated to the question at hand: (I’m 99% sure) you have purchased the wrong brake type for your frame. Road bike calipers like this come in two mounting standards – ‘nutted’ and ‘recessed’. Your frame uses the older ‘nutted’ style. The brake you have purchased is the newer ‘recessed’ style. There are kludges to make it work, but you’d be better off exchanging your brakes for the correct version – it will be easier to install, and safer to use. 

    To your actual question: on a frame designed for recessed calipers, the long round nut on the end of your brake bolt inserts completely into the frame (hence the name recessed). The two ribbed washers go between the brake and frame.
