Can this RD handle this cassette? 10sp 34t

Front chainring is 32teeth
Derailer is a Rivendell friction shifter

Reason I ask is I am getting some skipping issues in the cassette, despite new chain.

Maybe the B screw is too tight and needs to be backed out, reducing the gap and improving the crispiness of the shifting

Thoughts?
