It’s literally called “frame protection tape” or “paint protection tape” for a reason…
Some areas may be under higher stress, so additional layers may be needed. For example, some panniers (like Ortlieb’s) use some near-indestructible fibre-reinforced plastic bits that will slowly grind through tape, paint, frame/rack and eventually your soul too. In that case, use multiple layers and replace them regularly.
