Internal Routing for Dropper or Brakes?

I found these holes for the first time when changing my bottom bracket. But just by looking, can anyone tell if these are for a dropper post or internal routing?

I haven’t had a chance to look inside the headtube to confirm if that has holes as well.

My bike has the type of internal routing where the cables exit the handlebars and enter the downtube. I’m wondering of these holes are an extra option for running fully integrated bars.

I can look up the specs because this is a custom titanium bike made by Waltly through my bike fitter.
