As you can see the crown brace, while fitting, sits very loosely. Has anyone ever ridden a bike with a headset installed like this? If not, Any techniques to make it fit tight?

Either you have the wrong crown race for your steerer, your steerer is kaputt or your crown race is kaputt. Don’t assemble and ride it like this
You could try some green loc-tite to take up the play. We used to use that for ovalized headsets. Another option is to put in a new headset and JB Weld the bottom race. Alternately, you could ride it as is after sanding down the fork so the race sits as flush as possible.
Maybe you need a 1″ and you have a 1 1/8″
Either way, that fork has seen far better days and with that amount of rust and chipping I’d proceed with extreme caution.
