    A taller stem. Also, your handle bars themselves are rotated. They are not supposed to be sweeping back, they should be coming up as well. That will give you a bit more height.

    As cycle_addict says, you have riser bars but you have rolled them back so you aren’t using the rise. I would roll them forward and see how that works for you… you will have to re-adjust your brakes and shifters.

    Other options are a stem with more rise. New bars with more rise, or as a last resort a steerer extender which plugs into your existing steerer tube and makes it longer.

    The tape on the bar is prob why it rolled back as well. You shouldn’t need to use a shim yet alone something like tape as one. New stem would work better just make sure it’s the proper size for the handle bar.

    Did you get this bike used? I would swing it by your local bike shop to get a safety tune up done just to make sure it’s safe to ride.
