A steal or appropriately priced?

Hey folks, the seller agreed to drop the price to $100 for this. I’m not super knowledgeable about bikes so I need some feedback on whether this is a waste of space or not. The price obviously isn’t a huge concern, I’m more not wanting to spend any amount of money on a bike that’s a dud. Will be used for casual around town use, mixed terrain. Have zero familiarity with Motobecane as a brand. Seller also didn’t provide much context regarding the parts. Thanks!
