I bought a restored second hand bicycle. The front (and rear) brakes are different than the other V brakes I used. How do I open / loosen them so that I can remove the wheels?

Allen loosen the pads then squeeze and take the wire ferrule end out of the left size (of photo) right side if you’re in rider position.
On the left side (in your picture), the cable should have a stop instead of being bolted down. Squeeze the arms closed, then you should have enough slack to finagle that end out of there
In this image, the left side (from the rider’s position, the right) brake arm has a quick release function at the cable end.
Check the spot where the cable meets the brake. You’ll find you can kind of wiggle it out of there.
The other side has a regular allen key bolt, but you should not need to touch that in this case.
You use two hands on the left side of the picture (right side of the bike in this case).
One hand – push down on the lead weight thing on the cable. That’s literally what it’s there for, to push the cable down toward the arm.
Other hand – push the left arm toward the rim/wheel.
There is a slot at the top of the left arm. You should be able to use the lead weight thing to guide the cable end out of the brake arm.
Whatever you do, do NOT cut the thin/mini-housing on the other side, the bit that goes to the right arm (in the picture). The lead weight side and and the mini-housing side have matching lengths.
This set up was the easiest to set up and was around just before the V-brakes took over.
Source: I was in the bike biz before and after these brakes were around. I probably worked on 1000 bikes with these brakes, maybe more. And, yes, I did cut the mini-housing, learning the lesson the hard way.
