I have this decal on my bike and it is starting to break, so I would like to remove it. I read that decals under clear coat cant be removed easily. Is this decal under a clear coat?

Rub it with you nail. Can you get under it? If so it’s a sticker, if not it’s under the clear coat. Which means it’s the clear coat that’s most likely cracked. You can sand through the clear coat and through the decal. But it would be hard not to burn though the paint around it.
Could just sand through the clear coat till you hit the decal and then clear coat it to remove the cracks.
