Definitely cracked and could fail at any time. No way I’d ride it.

It’s a steel frame, find someone who can tack weld it back in place and it will be good to go. But right now as is, I wouldn’t ride it too much. I’d be very afraid it’s going to break.

Unlikely that this is just paint cracking off – cracked all the way around the tube is an indication that the underlying material is cracked.
I would chip off some of the paint to double check what’s going on underneath
If the weld is cracked, stop riding this frame immediately. These old Schiwnns have pretty thick tubing so it should be very easy for a framebuilder to repair for you.
It’s busted or about to be. It’s definitely weldable but it’s up to you if you want to . With amount of good used bikes out there I wouldn’t bother.

These bikes were electrowelded en masse in Chicago. They are not and never were all that nice.

That’s an electroforged frame, that’s just what the joint looks like without being cleaned up. Check out where the chain-stays meet the bottom bracket, you’ll find the same kind of joint.
