It’s a container bike that’s not setup properly, you can tell by all the wrapped up cables that should be cut. The front shifter has a broken barrel adjuster, rear shift cable looks tight, from here the bike looks like it weighs 50lbs. I’d avoid it, but if you put in the work to make it right, you’ll still have a bike your friends can laugh at.

Depends on your definition on “proper”. If it’s something that (maybe) gets you from A to B — go for it. If something that can be trusted any day of the week, be dependable and capable — no.
