Bike noob here, just got this used frame to build up. This part is the derailleur hanger, right? (Or do I need to get a hanger to add to it.)

But, depending how straight it is, and how usable that thread is, you may need/want a new one.
You’re correct that is the derailleur hanger. Some frames like yours have it built into the frame, while others have replaceable separate derailleur hangers. Most frames with built in hangers are made of steel which means if your hanger is bent, you can usually straighten it back out
