2018 Kona Rove ST. I'm probably going to strip and repaint the frame this summer, as it's cosmetically in rough shape. Just wondering if this is indicative of a bigger problem or if it's just a matter of water making its way under small nicks in the paint.

It’s the latter you mentioned.
Won’t know till you dive in.
What color do you plan for the custom repaint?
They look like rust bubble scabs. I’d be tempted to pick them off to see what amount of corrosion was beneath them. I wouldn’t be overly concerned. I wouldn’t actually be concerned at all. You could sand and then cover with similar coloured nail polish..
Likely surface rust. But you should be able to tell once you pull the bottom bracket. If it is a horror show, then probably not surface rust.
Every bike I’ve seen that on, it was rust under there. No matter how well I sand those spots down, and how thick I pile up the paint, some spots just keep rusting for me.
Looks like surface rust initiating at pin holes in the paint coating. Rust is loose and expands about 7 times over the steel, so it probably is not as bad as it looks. Atmospheric corrosion in normal, i.e. not permanently moist conditions is quite slow, so you should have time to act by summer.
Knowing that you will repaint the frame you could buy some sand paper and zinc rich primer, and massage the spots that look the worst.
Nah. I’ve been riding steel frames for years. One thing’s for sure: even with very little to no maintenance, these things will outlast us
To me it looks like Tubeless sealent.
