I can’t tell whether it’s a 2021 or a 2022 Spire, because there weren’t any changes between those years, but it surely is not a 2023, since it’s orange. I believe this is the Spire Alloy NX model with some swapped out parts, like the fork (decal colors don’t match) and the brakes. The installed Fox Factory 38 180mm fork is an upgrade from the original 170mm Marzocchi Bomber Z1 Air, while the swap from Sram Code Rs to Shimano XT brakes is a lateral move.

Typically, a used bike loses 50% of its value after 3 years. If this is a 2022, it should be worth $2,100 (50% of MSRP) plus maybe extra $100 for the upgraded fork, netting $2,200. If it’s a 2021, I’d say it’s worth $300 less.

Since the seller was off on the year, I would be a little hesitant trusting that 100 miles odometer reading. People ride, and crash, differently, and a carefully ridden bike with only 100 miles on it should not have any significant paint chips and scratches. That being said, the tires match the factory spec and may be the originals, so see what the wear on those is to get some hint of the mileage.

After reading the other comments, looks like you can bargain the price down. I would offer $1800 and try to negotiate from there. Worse case the seller says no and you get yourself a brand new bike for almost the same price.
