So the pilot calculates the total weight of the plane to know where he/she is to rotate (lift off) and at what speed. This cheat could cause the plane to not lift when it was calculated to and wreck!
Only a moron would try to save $$$ by risking the lives of others on that flight. The camera person should have said something immediately. Overweight baggage causes issues for the pilot.

Yes you have to pay for more luggage/weight but an accurate assessment is still necessary to determine the weight distribution on the plane. This is an entitled twat, thinking sh can do as she pleases to get around a fee, it's still a risk and she should be penalized accordingly.

This is why most of the airline I fly with will pull the luggage completely on the belt before taking the weight. I have not seen any counter allow bag hanging off the front like this.
