It uses a self-extracting bolt, right? Do you have that, or did you take it off for some reason? It looks like the extractor cap is unscrewed.

Put the bolt back in loosely, put the cap back on. Loosen the inner bolt and it will push it off the spindle.

There should be a bolt that threads into the crank spindle and a ring that threads over the bolt onto the crank arm. That rings acts as an extractor. Re-install the bolt, re-install the hollow ring all the way, and loosen the bolt. It will get tight, and then the crank arm will come off as you continue to loosen the bolt.

That looks like a bog standard ISIS-Profile, therefore a crankpuller with a/(the) wide pusher (insert) will work.
