Unfortunately, that rim is toast, the diameter of the rivet is oversized from the spoke nipple getting yanked through it and the same thing will happen to a fresh one. I wouldn’t buy it in that condition, probably why it’s being sold.

1) It looks like merely a sheared nipple. In the absence of any other damage not-shown in the photo… yes, it is very repairable.
2) Sure it is possible to manage a shade tree fix, but given that you are asking this question… you will be better-off bringing the wheel to a bike shop to fix.

It’s only the head of the spoke nipple that has broken off, so it’s easily repairable.
