Comes with a tire repair kit and extra tube, other than the handle bars which are pretty worn the bike is good no chips! So is the 400 bucks worth it or should I keep shopping ?

If that’s how the saddle bag was hung, I would question everything about the quality of this bike.
I would say it can be ok, lately the market price for road bikes grew a lot and it’s getting harder to find bikes at low price.
For the handlebar tape, it’s a cheap swap, just takes a bit of time to set it up correctly.
You could try leveraging the worn out part to go to 350
If it fits, that seems reasonable to me. It’s certainly more bike than $400 would get you new. The bar tape can be replaced. Look over the frame carefully for cracks.
Since the group set seems to just be 105, maybe talk him down to $350? I usually guess high compared to what this subreddit says, but the little extras maybe even it out.

It’s easily worth that, assuming there is nothing major wrong with it, and it’s the correct size. Any decent LBS can replace the tape for around $50 (or do it yourself).
Look for cracks in the frame, see if the wheels spin true, check tires, look for rust in the gruppo, check BB and cables too. Individually these are cheap repairs but in the aggregate it could exceed $400 so if you’re concerned, maybe have an LBS look it over first?
If it’s in good shape without cracks and just needs a few consumables like tape and cables, yes IMO. It wasn’t too long ago that alloy bikes from this era were selling for $480 overhauled in my area. Those days are long gone, but a used carbon bike for under $500 can be a bargain if you’re handy.
You’ll pay more to get the same mileage out of another bike.

I bought my kid one very similar to this a couple years ago for $400. It was a 2012 I think. Carbon but 2x. It’s now on their trainer full time (I hear it going now) but it’s been a nice bike with no issues. Even used in a triathlon. It will likely be their commuter in college in a few years too.
We did upgrade the tires from like 23s to 25s or even 28s.
